Philadelphia officials and members of the city's union representing blue-collar workers resumed negotiations Tuesday as residents grew increasingly frustrated with garbage piling up on the streets.

Pungent odors permeate the City of Brotherly Love as a contract impasse between the city and the American Federation of State, County and Municipal Employees continues.

Negotiations are set to continue on Tuesday between District Council 33 and the Parker administration, union president Greg Boulware said
